"Rose Haven is NOT a licensed senior care center! It is a residential independent care home. As such it cannot be licensed by the State of South Dakota and it is even questionable if it has a business license at all. As a residential home setting it can provide room and board but no medical care or assistance to residents, such as helping with a bath or locking doors so a resident cannot go outside at will. Residents living there must be able to fully care for themselves. An inexperienced staff and owner do not seem to understand this, they are in violation of South Dakota state law."
