The Administrator will oversee, supervise and plan care for all residents. The Administrator will develop a plan of operation for the facility that will ensure the facility is in compliance and ensuring that all staff are familiar with their duties, responsibilities, line of supervision, and facility policies and procedures. The Administrator will ensure that each staff member is responsible for a fair and equitable workload. Investigate and correct any resident/family/neighborhood complaints and keeping the licensee informed of disposition of complaints. Be present in the facility, at a minimum, the number of hours required to ensure that the facility is operated efficiently and in compliance with all current laws and the regulations of the Department of Social Services. Delegate and authorize a staff member to assume the responsibilities of the Administrator, within the scope of DSS regulations when the Administrator is not present in the facility. This staff member will be sufficiently trained and possess the needed qualifications to be responsible for managing the facility in the absence of the Administrator. The designated substitute shall be at least 21 years of age and must have knowledge of the requirements for providing care and supervision appropriate to each resident, must be familiar with emergency procedures and must have training regarding interaction with emergency personnel (including providing records to paramedics). Report any abuse of a resident which is witnessed, suspected, or alleged. Operate the facility in accordance with established, regulation, law, policy, program and budget. Participate in and overseeing the day to day provision of outstanding care and supervision of all residents. Recruit and hire qualified staff and terminate unsatisfactory staff. Inform Community Care licensing of required information, when such reporting is necessary. Train staff and arrange for qualified trainers to train staff when appropriate. Ensure that a practical, Appropriate, and regulatory compliant training program and schedule is developed and adhered to and oversee all training. Meet regularly with staff to discuss operations. Ensure that the licensee is kept abreast of any changes in regulation, any development in caregiving procedures that may enhance resident care, and any necessary interpretations of recognized standards of care and supervision. The Administrator will also keep the licensee informed of the general operation of the facility. Perform personnel record keeping, resident record keeping and general facility record keeping. Assess resident status and assist the residents with activities of daily living and medications as allowed by law and regulation. Perform all pre-placement interviews and documentation including pre-placement appraisal. 15 Ensure resident required medical information is received. Develop a needs and services plan within two weeks of resident admission, in cooperation with the resident, family, responsible party, physician, etc. Review the pre-placement appraisal to identify any needs, and ensuring that all services are provided that the resident requires to meet these needs, including maintaining good mental health and good physical well-being. Develop an administrative plan and procedures to ensure clear definition of lines of responsibility, equitable workloads, and adequate supervision. Schedule staff work hours to ensure adequate staffing to provide outstanding care and supervision. Ensure the facility is properly stocked with food, supplies, hygiene items, first aid supplies, etc. This includes shopping for these items. Oversee meal service and all purchasing. Contract for facility and grounds maintenance. Recognize any unmet needs and assisting the resident to attend community or other programs that may meet these needs.
